T\u00fcrkiye\u2019nin d\u00f6rt bir yan\u0131ndan, \u00e7o\u011funlukla ta\u015fradan gelip s\u0131navla se\u00e7ilerek girdi\u011fimiz ve 14-17 ya\u015flar\u0131m\u0131z\u0131 aile s\u0131cakl\u0131\u011f\u0131nda, yat\u0131l\u0131 olarak ge\u00e7irdi\u011fimiz Maliye Okulu\u2019nun mezunlar\u0131 olarak biz hep kendimizi \u201cdo\u011fam\u0131za uygun atmosferde\u201d e\u011fitim alan \u015fansl\u0131lar olarak g\u00f6rd\u00fck.<\/span><\/p>\n\n\n<hr id=\"system-readmore\" \/>\n<p align=\"left\"><span lang=\"tr-TR\">Kamu Maliyesi\u2019nin \u00f6zellikle ta\u015frada eksikli\u011fini hissetti\u011fi yetkin maliyeci mezun eden, g\u00fcn\u00fcm\u00fczde e\u011fitim vermeyen Maliye Meslek Lisesi gibi di\u011fer kurumlara ba\u011fl\u0131 meslek lisesi mezunlar\u0131 da hizmet verdikleri kurumlarda bu mutlu edici hissi ziyadesiyle ya\u015fam\u0131\u015flard\u0131r.<\/span><\/p>\n<p align=\"left\"><span lang=\"tr-TR\">Bakan Ziya Sel\u00e7uk, ge\u00e7ti\u011fimiz g\u00fcnlerde T\u00fcrkiye Odalar ve Borsalar Birli\u011fi (TOBB) Ba\u015fkan\u0131 ile birlikte meslek liselerinde \u201c\u00f6zel sekt\u00f6r\u201d d\u00f6nemini ba\u015flatan protokole imza atm\u0131\u015f ve orada Almanya\u2019da mesleki teknik okullar\u0131n y\u00fczde 80\u2019inin \u00f6zel sekt\u00f6r\u00fcn destekledi\u011fi okullar oldu\u011fu, bizde bu oran\u0131n y\u00fczde 4 civar\u0131nda bulundu\u011fu tespitini yapm\u0131\u015ft\u0131.<\/span><\/p>\n<p align=\"left\"><span lang=\"tr-TR\">Bakan Ziya Sel\u00e7uk konu\u015fmas\u0131nda, \u201caran\u0131lan\u201d d\u00fczeyde nitelikli insan g\u00fcc\u00fcn\u00fcn yeti\u015ftirilmesi ve ekonomiye kazand\u0131r\u0131lmas\u0131yla yat\u0131r\u0131mc\u0131lar\u0131n bu protokol\u00fcn semeresini k\u0131sa s\u00fcrede alacaklar\u0131n\u0131 vurgulam\u0131\u015ft\u0131.<\/span><\/p>\n<p align=\"left\">\u201c<span lang=\"tr-TR\">Devam\u0131 gelecek\u201d mesaj\u0131n\u0131, bu mesaj\u0131n kapsam\u0131nda kamu kesimi \u201caran\u0131lan\u201d ara insan g\u00fcc\u00fc eksikli\u011fini giderme planlar\u0131n\u0131n da oldu\u011funu umarak, umut verici buluyorum. Bu noktada, haz\u0131r Almanya\u2019daki mesleki e\u011fitim g\u00fcndeme gelmi\u015fken, yine bu \u00fclkeden \u00f6rnek vererek baz\u0131 hususlar\u0131 payla\u015fmakta yarar g\u00f6r\u00fcyorum. Almanya&#8217;da kamu kesimine ara insan g\u00fcc\u00fc yeti\u015ftiren e\u011fitim programlar\u0131, 1919 y\u0131l\u0131ndan bu yana Almanya Mali \u0130daresi\u2019nin y\u00f6netim ve denetimi alt\u0131nda bulunmaktad\u0131r. &#8220;Orta Dereceli Memur&#8221; yeti\u015ftiren okullardan Bavyera eyaletindeki &#8220;Landesfmanzschule&#8221; (Maliye Lisesi) programlar\u0131 ile mali idare, finans, ula\u015ft\u0131rma ve emniyet te\u015fkilat\u0131 gibi kamu kurulu\u015flar\u0131n\u0131n personel ihtiyac\u0131n\u0131n kar\u015f\u0131lamas\u0131 ama\u00e7lanmaktad\u0131r.<\/span><\/p>\n<p align=\"left\"><span lang=\"tr-TR\">T\u00fcrkiye\u2019de, 1924 y\u0131l\u0131nda benzeri stat\u00fcde kurulan Maliye Okulu, kapat\u0131ld\u0131\u011f\u0131 2001 y\u0131l\u0131na kadar verdi\u011fi mezunlarla Mali \u0130dare i\u00e7indeki ara insan g\u00fcc\u00fc ihtiyac\u0131n\u0131 kar\u015f\u0131lamakta ba\u015far\u0131l\u0131 i\u015flev g\u00f6rm\u00fc\u015ft\u00fcr.<\/span><\/p>\n<p align=\"left\"><span lang=\"tr-TR\">\u00dclke s\u0131n\u0131rlar\u0131n\u0131n korunmas\u0131, can ve mal g\u00fcvenli\u011fi sa\u011flanmas\u0131 gibi kamu kesiminde kalmas\u0131 gereken alanlar\u0131n yan\u0131 s\u0131ra, nitelikli \u201cara\/aran\u0131lan\u201d insan g\u00fcc\u00fc a\u00e7\u0131\u011f\u0131, di\u011fer kamusal alanlarda da g\u00fcn ge\u00e7tik\u00e7e daha fazla kendini hissettirmektedir.<\/span><\/p>\n<p align=\"left\"><span lang=\"tr-TR\">Bu kamusal alanlar\u0131n ba\u015f\u0131nda, \u015fu s\u0131ralar en \u00e7ok vurgu yapt\u0131\u011f\u0131m\u0131z, \u00fclke ekonomisi i\u00e7in uzakla\u015fmak istemedi\u011fimiz \u201cmali disiplin\u201di sa\u011flayacak akt\u00f6rler aras\u0131nda yer alan kurum ve kurulu\u015flar\u0131 ve \u00f6zellikle de ta\u015fra te\u015fkilatlar\u0131 gelmektedir.<\/span><\/p>\n<p align=\"left\"><span lang=\"tr-TR\">\u0130\u015fte tam da bu alanda, Ankara Maliye Okulu, Ulus\u2019ta Birinci T\u00fcrkiye B\u00fcy\u00fck Millet Meclisi\u2019nin arkas\u0131ndaki binas\u0131nda 1997 y\u0131l\u0131na kadar, Kamu Maliyesi\u2019ne ve Gelir \u0130daresi\u2019ne memur yeti\u015ftirmi\u015ftir. Ne gariptir ki, ihtiyac\u0131n artt\u0131\u011f\u0131 d\u00fc\u015f\u00fcncesiyle 80\u2019li y\u0131llarda \u0130stanbul ve \u0130zmir\u2019de de Maliye Meslek Liseleri a\u00e7\u0131lm\u0131\u015f, daha sonra 2000\u2019li y\u0131llar\u0131n ba\u015f\u0131nda bu okullar\u0131n t\u00fcm\u00fc kapat\u0131lm\u0131\u015ft\u0131r.<\/span><\/p>\n<p align=\"left\"><span lang=\"tr-TR\">Kurumlar\u0131n eleman yeti\u015ftirmek \u00fczere a\u00e7t\u0131klar\u0131 di\u011fer liselerden; Anadolu Meteoroloji Meslek Lisesi, Anadolu Tapu ve Kadastro Meslek Lisesi ile Sa\u011fl\u0131k, Tar\u0131m ve Adalet Meslek Liseleri, 26.01.2006 tarihinde kabul edilen 5450 say\u0131l\u0131 kanunla, \u201ckamu kurum ve kurulu\u015flar\u0131na ba\u011fl\u0131 okullar, e\u011fitim merkezleri ve kurslar\u201d olarak, b\u00fcnyelerindeki d\u00f6ner sermaye i\u015fletmeleri ile birlikte Mill\u00ee E\u011fitim Bakanl\u0131\u011f\u0131\u2019na devredilmi\u015flerdir.<\/span><\/p>\n<p align=\"left\"><span lang=\"tr-TR\">Teknik Ziraat ve Teknik Bah\u00e7\u0131vanl\u0131k Okullar\u0131, ayn\u0131 kanun ile y\u00fcr\u00fcrl\u00fckten kald\u0131r\u0131lm\u0131\u015ft\u0131r. T\u00fcrk Sil\u00e2hl\u0131 Kuvvetleri ve Emniyet Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne ba\u011fl\u0131 okullar bu kanun kapsam\u0131 d\u0131\u015f\u0131nda b\u0131rak\u0131lm\u0131\u015flard\u0131r.<\/span><\/p>\n<p align=\"left\"><span lang=\"tr-TR\">O g\u00fcne ait kapatma gerek\u00e7eleri irdelenerek bu okullar\u0131n \u00e7a\u011fa uygun \u015fekilde tekrar e\u011fitimdeki yerlerini almalar\u0131 sa\u011flanmal\u0131d\u0131r. Milli E\u011fitim Bakanl\u0131\u011f\u0131\u2019n\u0131n TOBB ile \u00f6zel sekt\u00f6r alan\u0131nda ba\u015flatt\u0131\u011f\u0131 i\u015f birli\u011finin, vakit kaybetmeden kamu alan\u0131na da yans\u0131t\u0131lmas\u0131, devlet kurumlar\u0131nda eksikli\u011fi her ge\u00e7en g\u00fcn daha \u00e7ok hissedilen, \u201caran\u0131lan\u201d ara eleman kaynaklar\u0131n\u0131 yeniden \u00fcretime a\u00e7acakt\u0131r.<\/span><\/p>\n<p align=\"left\"><span lang=\"tr-TR\">Kapat\u0131lm\u0131\u015f Ankara Maliye Okulu binas\u0131n\u0131n Yabanc\u0131 Diller Y\u00fcksek Okulu olarak Sosyal Bilimler Devlet \u00dcniversitesi (ASB\u00dc) b\u00fcnyesine kat\u0131lmas\u0131 nedeniyle derne\u011fimizce d\u00fczenlenen an\u0131 plaket \u00e7akma t\u00f6reninde konu\u015fan Rekt\u00f6r Prof. Dr. Mehmet Barca\u2019n\u0131n, \u00fcniversite kap\u0131lar\u0131n\u0131n d\u00fczenleyece\u011fimiz seminer, sempozyum ve panellere a\u00e7\u0131k oldu\u011funu belirtmesinden g\u00fc\u00e7 alarak; \u0130lgili bakanl\u0131k temsilcilerinin de kat\u0131l\u0131mlar\u0131yla, di\u011fer kurumlara ba\u011fl\u0131 meslek liseleri mezun dernekleriyle birlikte ge\u00e7mi\u015fteki bu ba\u015far\u0131l\u0131 e\u011fitim deneyimlerini bir sempozyumda masaya yat\u0131r\u0131p k\u00fc\u00e7\u00fck katk\u0131lar sunma fikri bile bizi heyecanland\u0131r\u0131yor.<\/span><\/p>\n<p align=\"left\"><span lang=\"tr-TR\">Ara insan g\u00fcc\u00fc bir \u00fclkedeki kaliteli \u00fcretimin anahtar\u0131 ise e\u011fer, yine Milli E\u011fitim Bakan\u0131m\u0131z\u0131n deyi\u015fiyle \u201cT\u00fcrkiye,
