K\u00e2be\u2019yi tavaftan d\u00f6nen bir hac\u0131 gibi kar\u015f\u0131lad\u0131lar beni. \u00d6\u011fretmenli\u011fimin en g\u00fczel yan\u0131n\u0131 o g\u00fcn ya\u015fad\u0131m. O g\u00fcn ald\u0131\u011f\u0131m haz, ge\u00e7mi\u015fte \u00e7ekti\u011fim serencam\u0131 silip s\u00fcp\u00fcrm\u00fc\u015ft\u00fc. Boynuma sar\u0131lan eller, birer evlat s\u0131cakl\u0131\u011f\u0131ndayd\u0131. \u00d6\u011frencilerim, beni e\u015flerine\/\u00e7ocuklar\u0131na tan\u0131t\u0131rlarken, onlarla birlikte foto\u011fraf \u00e7ektirmemi isterlerken \u201c<strong>\u0130\u015fte bu sizin dedeniz\u201d <\/strong>diye tan\u0131ml\u0131yorlard\u0131. Bir zamanlar onlar i\u00e7in kovulmay\u0131 g\u00f6ze almama, s\u00fcr\u00fclmeme de\u011fermi\u015f bu g\u00fczel ortam.<\/p><p>Be\u015f y\u0131ld\u0131zl\u0131 Grand Efe Oteli\u2019nin h\u0131ncah\u0131n\u00e7 yemekhanesinde, yabanc\u0131 uyruklular\u0131n da bulunduklar\u0131 bir ortamda \u00f6\u011frencilerim, benimle e\u015fime bir de s\u00fcrpriz yapt\u0131lar.<\/p><p><strong>Y\u0131lmaz G\u00fcney\u2019<\/strong>le yedi filmde \u00e7al\u0131\u015fan asistan <strong>Ahmet Soner, <\/strong>K\u00f6y Enstit\u00fcleri\u2019yle ilgili bir <strong>belgesel <\/strong>haz\u0131rlam\u0131\u015f; 21 K\u00f6y Enstit\u00fcs\u00fc\u2019nden birer ki\u015fiyi se\u00e7ip konu\u015fturmu\u015f; <strong>Dicle K\u00f6y Enstit\u00fcs\u00fc\u2019nden de beni ye\u011flemi\u015f bu belgesel i\u00e7in.<\/strong><\/p><p>\u00c7ekimden haberim vard\u0131 elbette; ancak belgeseli izlememi\u015ftim o g\u00fcne dek. Organizat\u00f6r \u00f6\u011frencim <strong>Mesut Tu\u011fral, <\/strong>yabanc\u0131lar\u0131n da bulundu\u011fu bir ortamda bu filmi izletti bize. Ne yalan s\u00f6yleyeyim \u00e7ok duyguland\u0131m. G\u00f6zlerim doldu; h\u0131\u00e7k\u0131rmamak i\u00e7in kendimi zor tuttum.<\/p><p>Duygulanmam, yaln\u0131z kendimi filmde izlememden kaynaklanm\u0131yordu; \u00f6\u011frencilerimin duyarl\u0131l\u0131\u011f\u0131, bu ilk s\u00f6ylemimden daha a\u011f\u0131r bas\u0131yordu. Ge\u00e7mi\u015fte \u00f6\u011frencilerime Enstit\u00fclerin \u00f6\u011frenimi ve uygulamalar\u0131 hakk\u0131nda, k\u0131sa da olsa birka\u00e7 s\u00f6z s\u00f6ylemi\u015ftim. Ama g\u00fcn\u00fcn birinde 33 y\u0131l sonra bu denli bir ilgi ve duyarl\u0131l\u0131kla kar\u015f\u0131la\u015faca\u011f\u0131m\u0131 akl\u0131m\u0131n kenar\u0131ndan bile ge\u00e7irmemi\u015ftim. O an, Grand Efe Oteli\u2019nin sahibi, otelin anahtar\u0131n\u0131 bana teslim edip \u201c<strong>Bundan b\u00f6yle bu otel senindir\u201d <\/strong>deseydi, inanman\u0131z\u0131 isterim, \u00f6\u011frencilerimin bu yak\u0131nl\u0131\u011f\u0131 kadar mutlu k\u0131lmazd\u0131 beni.<\/p><p>Filmin bitiminden sonra bir \u00f6\u011frencim konu\u015ftu:<\/p><p>\u201cHocam, siz de bize benziyormu\u015fsunuz. Sizin de \u00f6mr\u00fcn\u00fcz uzun olmam\u0131\u015f; tez kapat\u0131lm\u0131\u015fs\u0131n\u0131z. Koca bir okulun temsilcisi olarak sizin se\u00e7ilmenizden bizler de en az sizin kadar mutluluk duyuyoruz. Ama \u00e7ok az konu\u015fturmu\u015flar sizi. Bu alanda bizi biraz daha ayd\u0131nlat\u0131r m\u0131s\u0131n\u0131z?\u201d<\/p><p>Dilimin d\u00f6nd\u00fc\u011f\u00fcnce onlara bir \u015feyler anlatt\u0131m; ancak bu anlatt\u0131klar\u0131m\u0131n yeterli olmad\u0131\u011f\u0131na inand\u0131\u011f\u0131m i\u00e7in eve d\u00f6ner d\u00f6nmez, bu iki e\u011fitim kurumu hakk\u0131ndaki d\u00fc\u015f\u00fcncelerimi onlara yaz\u0131yla bildirece\u011fimi s\u00f6yledim. <strong>\u201c\u0130leti\u015fim yolu\u201d <\/strong>olarak da \u201c<strong>Maliye Okulu Mezunlar\u0131 Derne\u011fi\u2019nin Web Sitesi\u201d<\/strong>ni se\u00e7tim. Umar\u0131m sevgili \u00f6\u011frencilerim ve de\u011ferli okurlar, bu yazd\u0131klar\u0131m\u0131 okuyabilme olana\u011f\u0131n\u0131 yakalayabilirler.<\/p><p>Ben bu k\u0131sa yaz\u0131mda <strong>Maliye Okullar\u0131\u2019n\u0131n ve K\u00f6y Enstit\u00fcleri\u2019nin <\/strong>tarih\u00e7esinden uzun uzun s\u00f6z etmeyece\u011fim. <strong>\u201cGoogle\u201d <\/strong>denen bir sihirbaz var g\u00fcn\u00fcm\u00fczde. E\u011fitim s\u00fcresince de bran\u015f \u00f6\u011fretmenlerince iyice beslenirlerdi. Gelecekte onlar i\u00e7in maliyemizin t\u00fcm birimleri do\u011fru \u00e7al\u0131\u015fan bir saat gibi t\u0131k\u0131r t\u0131k\u0131r i\u015flerdi.<\/p><p>Yine halk\u0131m\u0131z\u0131n a\u011fz\u0131nda do\u011frulu\u011fu onaylanm\u0131\u015f g\u00fczel bir s\u00f6z vard\u0131r:<\/p><p><strong>\u201cTa\u015f\u0131ma suyla de\u011firmen d\u00f6nmez.\u201d<\/strong><\/p><p>Ger\u00e7i bug\u00fcn suyla d\u00f6nen de\u011firmen hemen hemen kalmam\u0131\u015ft\u0131r ya; ama s\u00f6z\u00fcn a\u00e7\u0131l\u0131m\u0131, olabildi\u011fince anlaml\u0131.<\/p><p>Kardiyoloji uzman\u0131na g\u00f6r\u00fcnd\u00fc\u011f\u00fcn\u00fczde, karn\u0131n\u0131z\u0131n a\u011fr\u0131s\u0131ndan da s\u00f6z etti\u011finizde, sizin bir dahiliyeciye g\u00f6r\u00fcnmenizi \u00f6\u011f\u00fctler. Bir duvarc\u0131 ustas\u0131na, evinizin su tesisat\u0131n\u0131 da d\u00f6\u015fetemezsiniz. Ba\u011fr\u0131ndan kur\u015fun yemi\u015f birinin ameliyat\u0131na bir maliyecinin girmesini bekleyemezsiniz.<\/p><p>\u00c7ekirdekten yeti\u015fmi\u015f bir maliyeci ile KPSS\u2019yle kuruma girmi\u015f bir kimyac\u0131y\u0131, bir m\u00fchendisi, bir veteriner fak\u00fcltesi \u00e7\u0131k\u0131\u015fl\u0131y\u0131 bir tutamazs\u0131n\u0131z.<\/p><p>\u00d6rne\u011fi \u00e7o\u011faltmak kolay.<\/p><p>\u00d6nemli olan <strong>adama i\u015f bulmak <\/strong>de\u011fil; <strong>i\u015fe ehliyetli adam bulmakt\u0131r.<\/strong><\/p><p>Her alanda oldu\u011fu gibi maliye d\u00fczleminde de bu b\u00f6yledir.<\/p><p>Ki\u015filerin verimi, \u00fcretimi rastgele bir test sonucu elde edilen bir ba\u015far\u0131yla \u00f6l\u00e7\u00fclemez. \u00d6nemli olan uygulamad\u0131r. Maliye Okulu mezunlar\u0131, \u00fclke genelinde kendilerine emanet edilen i\u015fin \u00fcstesinden rahatl\u0131kla gelmektedirler. \u00dclkede hangi defterdarl\u0131\u011f\u0131n kap\u0131s\u0131n\u0131 \u00e7alarsan\u0131z \u00e7al\u0131n, hangi vergi dairesinin kap\u0131s\u0131ndan girerseniz girin orada kesinlikle bir Maliye Okulu mezununa rastlars\u0131n\u0131z. Ku\u015fkusuz bunlar, sadece Maliye Okulu mezunu olarak kalmam\u0131\u015flar; o k\u00f6kl\u00fc bilgilerini birer \u00fcniversite bitirerek iyice per\u00e7inlemi\u015flerdir. \u0130\u015finin doktoru, do\u00e7enti, prof\u2019u olmu\u015flar\u0131 bile var. \u015eu an bile \u00fclke maliyesinin \u00e7ark\u0131, bunlar\u0131n usta elleriyle d\u00f6nmektedir.<\/p><p>\u0130leri s\u00fcrd\u00fc\u011f\u00fcm bu sav, kuru\/s\u0131k\u0131 bir pohpohlama de\u011fil; ger\u00e7e\u011fin ta kendisidir.<\/p><p>Bana g\u00f6re Enstit\u00fclerle Maliye Okullar\u0131\u2019n\u0131n yazg\u0131s\u0131 t\u0131pat\u0131p birbirine benziyor. Bu okullar\u0131n kapat\u0131lmas\u0131, \u00fclkemizin yarar\u0131na de\u011fil, zarar\u0131na olmu\u015ftur.
