Kararnamelerde De\u011fi\u015fiklik Yap\u0131lmas\u0131 \u0130le Baz\u0131 Alacaklar\u0131n Yeniden Yap\u0131land\u0131r\u0131lmas\u0131na Dair Kanun 10\/09\/2014 Kabul Tarihli Ve 6552 align=\"JUSTIFY\">Meclisimizi ve kamuoyunu son 2 ayd\u0131r s\u00fcrekli me\u015fgul eden bu yasada ne var? nedir tam anlayamad\u0131k. \u00c7\u00fcnk\u00fc herg\u00fcn bir\u015feylerden bahsediliyordu. Bu yasa ile hepimizin akl\u0131nda kalan tek c\u00fcmle \u201cvergi aff\u0131\u201d oldu.<\/p><p align=\"JUSTIFY\">Bug\u00fcn sizlere daha anla\u015f\u0131l\u0131r olmas\u0131 i\u00e7in 45 farkl\u0131 kanunda 47 ayr\u0131 de\u011fi\u015fikli\u011fe ve d\u00fczenlemeye giden ba\u015fl\u0131klar\u0131 verece\u011fim sadece.<\/p><p align=\"JUSTIFY\">Bir sonraki yaz\u0131mda da bunlar\u0131 zaman zaman ele al\u0131p de\u011ferlendirece\u011fiz.<\/p><p align=\"JUSTIFY\">\u0130\u015fte Torba Kanunun getirdi\u011fi baz\u0131 d\u00fczenlemelerden ba\u015fl\u0131klar;<\/p><p align=\"JUSTIFY\">1. i\u015f ve meslek dan\u0131\u015fmanlar\u0131n\u0131n \u00f6zel hizmet tazminatlar\u0131 yeniden d\u00fczenlenmi\u015ftir.<\/p><p align=\"JUSTIFY\">2. Baz\u0131 kurumlara \u00e7e\u015fitli kadrolar ihdas edilmi\u015ftir.<\/p><p align=\"JUSTIFY\">3. Harc\u0131raha esas olan &#8220;memuriyet mahalli&#8221; kavram\u0131 yeniden tan\u0131mlanm\u0131\u015ft\u0131r.<\/p><p align=\"JUSTIFY\">4. sa\u011fl\u0131k personeli i\u00e7in n\u00f6bet \u00fccreti \u00f6denecektir.<\/p><p align=\"JUSTIFY\">5. aday memurken uyarma ve k\u0131nama cezas\u0131 alan memurun g\u00f6revine son verilemeyecektir.<\/p><p align=\"JUSTIFY\">6. yurt d\u0131\u015f\u0131 din hizmetleri koordinat\u00f6rlerine diplomatik pasaport verilecektir.<\/p><p align=\"JUSTIFY\">7. belediye ba\u015fkanlar\u0131na ise ye\u015fil pasaport verilebilecektir.<\/p><p align=\"JUSTIFY\">8. \u00d6\u011fretmenlerin yer de\u011fi\u015ftirme ili\u015fkin usul ve esaslar\u0131n y\u00f6netmelikle d\u00fczenlenecektir.<\/p><p align=\"JUSTIFY\">9. Mahkemelerin \u00fcst d\u00fczey kamu g\u00f6revlileri hakk\u0131nda verdi\u011fi atama, g\u00f6revden alma, g\u00f6reve son verme yer de\u011fi\u015ftirme, g\u00f6rev ve unvan de\u011fi\u015fikli\u011fiyle ilgili iptal ve y\u00fcr\u00fctmenin durdurulmas\u0131na ili\u015fkin kararlar\u0131n gere\u011fi iki y\u0131l i\u00e7inde yerine getirilecek; iki y\u0131l sonunda da ba\u015fka bir kadroya atanacakt\u0131r.<\/p><p align=\"JUSTIFY\">10. Mahkeme kararlar\u0131n\u0131n gere\u011fini yerine getirmeyen kamu g\u00f6revlisi hakk\u0131nda ceza soru\u015fturmas\u0131 ve kovu\u015fturmas\u0131 yap\u0131lamayacak ancak disiplin h\u00fck\u00fcmleri sakl\u0131 olacakt\u0131r.<\/p><p align=\"JUSTIFY\">11. \u0130\u015f yo\u011funlu\u011fu di\u011fer mahkemelere g\u00f6re fazla olan mahkemelerde \u00e7al\u0131\u015fan memurlar ile s\u00f6zle\u015fmeli personele fazla \u00e7al\u0131\u015fma \u00fccreti \u00f6denebilecektir..<\/p><p align=\"JUSTIFY\">12. 31 Aral\u0131k 2014 tarihine kadar 35 bin \u00f6\u011fretmen atanacakt\u0131r.<\/p><p align=\"JUSTIFY\">13. Aile sa\u011fl\u0131\u011f\u0131 merkezlerinde, \u00e7al\u0131\u015fma saatleri d\u0131\u015f\u0131nda aile hekimleri ve aile sa\u011fl\u0131\u011f\u0131 elemanlar\u0131 ile Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131 ve ba\u011fl\u0131 kurulu\u015flar\u0131n personeline n\u00f6bet g\u00f6revi verilebilecektir.<\/p><p align=\"JUSTIFY\">14. Nakdi Tazminat ve Ayl\u0131k Ba\u011flanmas\u0131 Hakk\u0131nda Kanun&#8217;un kapsam\u0131na girenler, t\u00fcp bebek uygulanmas\u0131nda verilecek destek i\u00e7in aranan, &#8220;Son 3 y\u0131l i\u00e7inde di\u011fer tedavi y\u00f6ntemlerinden sonu\u00e7 alamama&#8221; ve &#8220;En az 5 y\u0131ld\u0131r genel sa\u011fl\u0131k sigortal\u0131s\u0131 olma&#8221; \u015fartlar\u0131ndan muaf olacakt\u0131r.<\/p><p align=\"JUSTIFY\">15. Yeralt\u0131 maden i\u015flerinde \u00e7al\u0131\u015fan i\u015f\u00e7ilerin emeklilik ya\u015f\u0131 55&#8217;ten 50&#8217;ye d\u00fc\u015f\u00fcr\u00fclm\u00fc\u015ft\u00fcr.<br \/>16. \u0130\u015f\u00e7ilerin yeralt\u0131ndaki \u00e7al\u0131\u015fma s\u00fcresi haftada en \u00e7ok 36 saat olacak, g\u00fcnl\u00fck \u00e7al\u0131\u015fma s\u00fcresi 6 saati ge\u00e7emeyecektir.<\/p><p align=\"JUSTIFY\">17. Yeralt\u0131 i\u015flerinde \u00e7al\u0131\u015fan i\u015f\u00e7iler k\u0131dem tazminat\u0131ndan yararlanabilecektir.<br \/>18. Bakanlar Kurulunun belirleyece\u011fi yard\u0131mc\u0131 i\u015flere ili\u015fkin hizmetler i\u00e7in ihaleye \u00e7\u0131k\u0131labilecektir.<br \/>19. Yeralt\u0131nda yap\u0131lan i\u015flerde \u00e7al\u0131\u015fan sigortal\u0131lar\u0131n fiilen \u00e7al\u0131\u015fmad\u0131klar\u0131 s\u00fcreleri fiili hizmet s\u00fcresi zamm\u0131 kapsam\u0131ndad\u0131r.<\/p><p align=\"JUSTIFY\">20. \u0130\u015fveren; i\u015f g\u00fcvenli\u011fi uzman\u0131, i\u015f yeri hekimi di\u011fer sa\u011fl\u0131k personeli g\u00f6revlendirmek zorunda olacakt\u0131r.<\/p><p align=\"JUSTIFY\">21. Beyan edilen tutar \u00fczerinden y\u00fczde 3 oran\u0131nda vergi hesaplanacak. 2014 y\u0131l\u0131 Nisan ay\u0131 ve \u00f6nceki aylara ili\u015fkin \u00f6denmemi\u015f olan sigorta primi, emeklilik kesene\u011fi, i\u015fsizlik sigortas\u0131 primi, sosyal g\u00fcvenlik destek primi i\u00e7in hesaplanacak tutar\u0131n \u00f6denmesi halinde, bu alacaklara uygulanan gecikme cezas\u0131 ve gecikme zamm\u0131 gibi alacaklar\u0131n tamam\u0131n\u0131n tahsilinden vazge\u00e7ilecektir.<\/p><p align=\"JUSTIFY\">27. Devir ve teslim i\u015flemlerinin tamamlanmas\u0131n\u0131n \u00fczerinden 5 y\u0131l ge\u00e7mi\u015f olan \u00f6zelle\u015ftirmeler hakk\u0131nda verilen yarg\u0131 kararlar\u0131yla ilgili olarak, bu kurulu\u015flar\u0131n geri al\u0131nmas\u0131 y\u00f6n\u00fcnde herhangi bir i\u015flem tesis edilmeyecektir.<\/p><p align=\"JUSTIFY\">28. Radyo, televizyon, video ve birle\u015fik cihazlar\u0131 imal edenler sat\u0131\u015ftan \u00f6nce, ithal edenler ise serbest dola\u015f\u0131ma giri\u015finde bandrol veya etiket almaya mecbur olacakt\u0131r.<br \/>29. Bandrol \u00fccretleri, ithalatta al\u0131nan g\u00fcmr\u00fck vergilerinden ayr\u0131 olarak tahsil edilecek ve en ge\u00e7 takip eden ay\u0131n 15. g\u00fcn\u00fcne kadar TRT&#8217;ye intikal ettirilecek.<\/p><p align=\"JUSTIFY\">30.
